Guideline of US Chen Tai Chi Federation

1. Name:

US Chen Tai Chi Federation

2. Nature:

The Federation is registered as a non-profit 501(c)(3) organization. It is based in Houston and serves the whole nation. The principles of the Federation are non-political and non-religious. As a martial art organization, it intends to cultivate friendship through martial arts, to promote exercise and to health among people, to focus on the principal of education of the moral of martial arts and to promote Chinese culture.

3. Members:

Anyone, regardless of gender and nationality, who approves the mission

of the Federation, submits membership fee, resides in the United States, loves Chen-style Tai Chi, is willing to promote Chen-style Tai Chi and is willing to make contribution to Chen-style tai chi, is welcome to apply to join the Federation.

1. All applicants may apply online through online registration or download the online application form. The web address of the Federation is www.chenstyletaichi.com or www.usachentaici.org.
2. Members have the right to monitor the Federation’s work and offer opinions and make suggestions.
3. Members have the options to quit from the Federation.
4. Members of the Federation enjoy the preferred treatment especially reserved for members only.
5. Members should adhere to the charter of the Federation, keep the Federation in good reputation, abide the law, study the moral of martial arts and improve self.
6. Be it an individual or a martial art school, anyone, who resides in cities outside of Houston and is interested in promoting tai chi, may join the Federation.

4. Funding:

The funding of the Federation will come from the membership fee, income from related activities, sponsorship of other organizations as well as any grant that the Federation will apply for.

5. Organization

All leaders of the Federation must be permanent members of the Federation. All members of the Board of Directors and Council must set example in maintaining the constitution of the Federation and to safeguard the reputation of the Federation. All members of the Board and Council membership must swear loyalty to the Federation when joining the Federation.

1. The Board of Directors:

Represents the Federation, takes in charge of the affairs of the Federation, no term limit.

2. Chairman of the Board
3. Vice Chairman of the Board

Assists the Chairman of the Board to conduct affairs of the Federation, acts in place of the Chairman of the Board when the Chairman is absent, no term limit.

4. Chairman of the Council

Chairman of the Council assists the Chairman of the Board, leads the Council, and with the authorization of the Board of Directors coordinates all affairs of the Federation.

5. Secretary General

Is responsible to arrange and record all meetings and manage all documents of the Federation.

6. Financial Officer

Takes in charge of all affairs related to finance of the Federation.

7. Committee of Special Task Force

Whereas out of special necessity, the Chairman of the Council, authorized by the Board of Directors, may set up a committee of special task force in which the members must be members of the Federation.

8. Honorary President, Special Advisor, Consultant or Member of the Board:

Anyone who has made contribution to the Federation or has extraordinary achievements, may be appointed as such after nomination by the Chairman of the Board and approval by the Board of Directors. No limit on number of persons.

9. Chapters:

The Federation sets up chapters in other cities in the United States. Every chapter must maintain at least 3 or more permanent members and 5 or more annual members.

Those who meets the requirement of Chapter Federation are: (1) Join the Federation as permanent member as a school; (2) The school must maintain 3 permanent Federation members and 5 annual Federation members. After joining the Federation as a permanent member, other condition can be met gradually. After all conditions are met, the Chapter Federation may select a date to announce its establishment. The teacher or the leader the school who has joined the Federation may assume the position of the Chapter President in the respective city of the Federation. Vice President and other leaders of the Chapter may be appointed by the Chapter President or elected. Under the authorization of the Federation, the Chapter President may participate in major national and international activities representing the Federation. Where applicable, the Federation will subsidize some funding. The membership fees of the permanent members of the Federation from the chapters belong to the Federation, and the Federation will refund 50% of the membership fees of annual members to the Chapter as its funding.

The Federation will have one Chairman of the Board, a few Vice Chairman of the Board, 1 Chairman of the Council, a few Vice Chairman of the Council and Council Members. 1 Secretary General, a few Vice Secretary General. 1 Financial Officer.

6. Election
1. Chairman of the Board

When the position of Chairman of the Board is not filled, the Vice Chairman of the Board will take over to exercise the office on a temporary basis. The position is officially filled with the nomination of the Board of Directors and approval of 2/3 Board Members.

2. Vice Chairman of the Board

Will be nominated by the Chairman of the Board and need approval from 2/3 of Board Members. There is no number of limit at the moment.

3. Secretary General

Will be nominated by the Chairman of the Board and need approval from 2/3 of Board Members.

4. Chairman of the Council

Will be nominated by the Chairman of the Board and need approval from 2/3 of Board Members.

5. Financial Officer

Will be nominated by the Chairman of the Board and need approval from 2/3 of Board Members.

Besides the Board Members of Chairman of the Board, Vice Chairman of the Board, Sectary, General Chairman of the Council and Financial Officer, Chairman of the Board may nominate some numbers of Board Members who can be appointed with 2/3 approval of Board Members. Board Members must be permanent member of the Federation and there is no term limit.

7. Removal from Office:

Federation members, Board Members, Chairman of the Board, Vice Chairman of the Board, Sectary, General Chairman of the Council and Financial Officer and other Federation staff, any of the above in the event of committing act of violating the Federation guideline or law, will be removed from office or the Federation with 2/3 of approval of the Board Members after proven guilty.

8. Meeting

The Board of Directors will hold at least one meeting every three months. The meeting will be called by the Chairman of the Board. Under special circumstance, interim meeting may be called where legal number of people must be more than 50% of the members of the Board of Directors.

9. Activities:

The Federation will plan multiple activities in Houston and the chapter cities.

1. Hold international tai chi tournaments under the names of Houston Texas National as well as the cities of other chapters.
2. Hold international martial art tournaments under the names of Houston Texas National as well as the cities of other chapters.
3. Hold tai chi cultural festivals under the names of Houston as well as the cities of other chapters.
4. Hold international tai chi cultural festivals under the names of Houston as well as the cities of other chapters.
5. The Federation periodical will publish exchanges between members and articles about healthy life style.
6. Hold travel programs and participate in oversea tournaments related to Tai Chi.
10. The Plan:
1. Accumulate capital and create the condition to set up the new headquarters of the Federation, and enable the Federation to own its own facilities for activities and tournaments.
2. Periodically hold national tournaments and other related activities.
3. Train professional tai chi coaches and freely teach tai chi for organizations such as institutions, schools and business groups.
4. When conditions are favorable, make free coaching timetables and set up various tai chi teaching station to promote tai chi.
5. In order to improve people’s health, promote practice of tai chi among people. Establish health database for members and research programs such as: collect the heath information of members before they start to learn tai chi and compare it with the information after they practice tai chi. Track annual record to provide detailed data for tai chi practice and research. Such result in turn can be used to promote tai chi.
11. Uniform:

The US Chen-style Tai Chi Federation requires a uniform All members at the Federation and chapters must purchase a uniform from the Federation headquarters. Uniforms may be purchased online at www.chenstyletaichi.com.
